El Salvador is the second largest sugar exporter in Central America . Water has been a restricting resource not only on account of quantity but also of quality. Less water is required due to changes in the process and 90%-95% of sugar cane is cultivated using rainwater. As a result of the agrarian reform in the 80s most production comes from cooperatives and independent producers, with a much higher positive impact. However, in addition to lacking a regulatory framework to control water discharge from different industries in the country, El Salvador has conflicting laws, little enforcement mechanisms, and a want of regulations. On the positive side, it has an excellent potential for joint production of electricity from sugar cane bagasse that must be extended to all sugar mills in the country.
